| Abstract | Information technology has accelerated digital transformation in healthcare, including the use of the Mobile National Health Insurance (NHI) application. However, the digital divide still prevents some Social Guaranteed Health Administration (in Indonesia BPJS) participants from using the application effectively. This study aimed to analyze educational outreach strategies for promoting the use of Mobile National Health Insurance (NHI) to reduce the digital divide among outpatient service users at Sembiring Deli Tua General Hospital, Deli Serdang Regency, in 2026. This descriptive qualitative study was conducted from February to June 2026 and involved 12 informants: 10 Social Guaranteed Health Administration (in Indonesia BPJS) outpatients, the Head of the Outpatient Unit, and one Mobile National Health Insurance (NHI) Ambassador. Data were collected through in-depth interviews, observation, and documentation, then analyzed using data reduction, data display, conclusion drawing, and source triangulation. The findings showed that the strategies included direct education, application-use demonstrations, assistance from the Mobile National Health Insurance (NHI) Ambassador, and leaflets. The main barriers were low digital literacy, older age, limited smartphone skills, unstable internet connections, forgotten passwords, and insufficient understanding of application features. Staff assistance helped patients understand and use the application. Most informants reported that the application made service registration and online queue-number retrieval easier, although its use remained suboptimal because the digital service system was not fully integrated. In conclusion, educational outreach played a role in improving patients’ understanding and use of Mobile National Health Insurance (NHI) and supported efforts to reduce the digital divide. Continuous education and assistance are recommended.
