| Abstract | The implementation of Electronic Medical Records (EMR) at first-level healthcare facilities, including Community Health Centers (Puskesmas), is an essential part of service digitalization. At UPTD Puskesmas Batoh, Banda Aceh City, EMR implementation has not fully replaced paper-based documents; both mechanisms are still used, requiring staff to master both. This qualitative study was conducted in 2026 at UPD Puskesmas Batoh, Banda Aceh City, involving a population of 5 medical record staff. The entire population was used as the sample. The study aimed to understand their experiences in operating both systems. It can be concluded that all informants (100%) supported EMR implementation because it was considered more efficient in data retrieval, easier report generation, and minimized the risk of file loss, although it was still constrained by slow internet connections, limited computers, and technological adaptation. The manual system was perceived as less effective because data retrieval was slow, files were at risk of being lost or damaged, doctors' handwriting was difficult to read, storage space accumulated, and report recapitulation took days and was prone to calculation errors. The dual system was considered burdensome for staff as they had to perform duplicate work, requiring more structured transition plan. | 1 |
