| Abstract | Ziliwu, Emos Anugrah. Factors Hindering the Implementation of Electronic Medical Records at Artha Mahinrus Mother and Child Hospital, Medan, in 2026. Undergraduate Thesis, Department of Health Information Management, Faculty of Public Health, Deli Husada Deli Tua Institute of Health. (Supervised by : Ns. Fahrizal Alwi, S.Kep, M.Kep, Ph.D) Electronic Medical Records (EMR) are electronic systems for recording patients’ health information that aim to improve the efficiency, accuracy, and quality of healthcare services. However, their implementation continues to face various challenges that may hinder the optimization of services. This study aimed to identify the factors inhibiting the implementation of Electronic Medical Records at Artha Mahinrus Mother and Child Hospital, Medan, in 2026, focusing on human resources, technology, and organizational factors. This study employed a quantitative approach with a descriptive-analytical design and a cross-sectional method. It was conducted from May to July 2026 and involved 43 respondents, consisting of medical record staff, healthcare workers, and administrative staff. Total sampling was used. Data were collected through questionnaires, observation, and interviews. Data were analyzed descriptively and using Spearman’s rank correlation test. The results showed that technology was the most dominant inhibiting factor, with a mean score of 1.5607, followed by organizational factors at 1.5581 and human resource factors at 1.5552. Technological barriers included internet network disruptions, system errors, and suboptimal equipment maintenance. Human resource challenges were related to system operation skills and the need for ongoing training. Organizational barriers included uneven dissemination of information and the need to strengthen standard operating procedures (SOPs) and management support. It can be concluded that the implementation of EMR at Artha Mahinrus Mother and Child Hospital, Medan, still faces barriers related to technology, organization, and human resources, with technology being the most dominant factor based on the mean scores. Therefore, improvements in technological infrastructure, regular staff training, and stronger policies and SOPs are needed to support more effective and optimal EMR implementation. | 1 |
