| Abstract | The implementation of Electronic Medical Records (EMR) at Ingin Jaya Health Center represents a digital transformation of healthcare services mandated by the Minister of Health Regulation No. 24 of 2022. This descriptive qualitative study aims to analyze the readiness of transitioning from manual to electronic medical records based on the 5M management elements (Man, Money, Method, Machine, Material). Data were collected through in-depth interviews, questionnaires, and direct observation involving 6 informants at the Outpatient Registration Unit. The results showed that regarding the Man aspect, staff members possessed good digital literacy but had not received specific EMR training and still carried double job burdens. From the Money aspect, funding was sourced from routine operational/JKN budgets without a dedicated EMR budget line. From the Method aspect, conventional medical record SOPs were already available, but specific EMR SOPs were not yet fully available. From the Machine aspect, the availability of computers and EMR applications met basic operational requirements, but the number of units was limited and internet connection was unstable. Meanwhile, from the Material aspect, paper filing was neatly organized but physical space was limited, and patient data were ready to be migrated after data cleaning. Overall, the Medical Record Unit of Ingin Jaya Health Center is categorized as "Fairly Ready" in implementing EMR. It is recommended that the Health Center immediately formulate specific EMR SOPs, conduct regular technical training, add computer units and backup internet transmitters, and submit a proposal for a dedicated EMR budget allocation to the District Health Office. | 1 |
